I am not entirely sure of the issue you're experiencing, but I have attached the most recent version of the library in question, which was last built 8/12/2015.
Not sure if it's relevant, but back when Windows 8 was released we found an issue with the LPC17xx device implementations. See https://www.dzxdesigns.com/support/tickets/view.aspx?id=5eaff519-c326-4a0e-a17b-8f029987d7d3. I believe this issue occurs on Win10 as well. The fix is an edit to the usbhal.c file. I can provide an updated copy of the device code too if it would help.
